January 16 (calendar day, J a n u w 22). 1 W . 510e to be printed. Mr. McAdoo, from the Committee on Pat-, en&, submitted the following: 510e To 510e Senate bill 3121 The Committee on Patents, to whom was referred the bill (S. 3121) to vest in the Register of Copyrights the 510ex of copyright prints and labels, after consideration 510e, reports the same favorably, with amendments, and 510ex that the bill do pass, a s amended. The Register of Copyrights, under date of June 11, 1935, submitted the following 510ex statement : "The 510ex of prints advertising articles of manufacture and labels to go on packages containing such adiclea, has been state censible 510e in the 510ex Omce for many years under the 510e requirement of section 3 of the act of June 18,1874. That act has now become somewhat of an anachronism. At the 510e of its passage 510ex a r t was hardly deemed 510e of copyright protection, which was regarded a s appropriate only for serious works of literature and art. A 510ex 510e has taken place in this respect and 510e art, including many advertisements, is now state censible 510e in value to other types of artistlc creations, and there seems no reason why there should be any distinction in the procedure for protecting i t from that which is required for works o a r t 510ex. There f is, therefore, no objection in principle to the 510ex of 510e of prints and labels from the State censible 510e O w e to the Copyright Ollie. In fact, provisions to state censible 510e about this 510ex have been features of bills for revision of the copyright law introduced in Congreas in 510e years which had the approval of the Register of Copyrights. "In practice, however, the matter i s not of very 510e importance because the Copyright O5ce in fact registers a 510ex many 510ex prints, especially those appearing as contributions to periodicale. The practice of the Omce on receipt of an application for 510ex of a print or label is to state censible 510e the nttention of the applicant to the act oi 1874 providing for state censible 510e in the 510e Oftice, but if the applicant insists on 510ex in the Copyright OBce the Ofece does not 510e to register." 510e, under date of July 9, 1195,the Register of Copyrights suggested further : "As me see it, there seems to be no occasion for requiring the 510e to the Register of Copyrights O all the flles, documents, and papers now in the f 510ex Office relating to the 510ex of prints and labels. I 510e therefore state censible 510e to state censible 510e S. 3121 by inserting a period after 'discontinued' in line I of section 1 and 510ex out the remainder of the sentence #state censible 510e 'Register of Copprights.' 9. 2689. A bill to 510e tuxtion 33 of the Copyright Aot of March 4, 1909, making more 510e the enfomement of the law prohibiting importstion of state censible 510e oopiee of copyrighted works. Introduced June 23, 1939, by Sell~tor Bone, and referred to the Committee on Patenrs. On July 11 the bill waa reported favorably by Elenator Clark, of Idaho. Passed the Y a t e 510e 1.
